By shifting sericulture production from eastern provinces like Zhejiang to central and western regions, where land and labor are more abundant and cost-effective, the government aimed to sustain China’s position as a global silk powerhouse. Hangzhou, according to Vice Mayor Shen Jian, must adapt to this industrial restructuring. “This is a trend, and Hangzhou’s enterprises need to embrace it,” he emphasized. With a history dating back to the Tang and Song dynasties, Hangzhou’s silk once traveled along the Silk Road to Europe and the U.S. Today, the city aims to lead in new product development and technological innovation, striving to become a top textile and garment center. The fusion of silk and women’s fashion has become a key part of Hangzhou’s urban identity, with the "Silk House" and "Women’s Capital" serving as two complementary business cards. At the 2009 Working Conference on Silk and Women’s Clothing Development, the city decided to focus on stabilizing and developing its textile and apparel industries, particularly in silk and women’s wear. With over 2,200 clothing companies and an annual output value of 178.2 billion yuan, Hangzhou’s apparel sector is strong. Companies like Daly and South China Plain’s women’s fashion represent the city’s leading manufacturing capabilities. The combination of silk and women’s clothing is not only an economic advantage but also a cultural one, closely tied to Hangzhou’s heritage and identity. To strengthen this industry, Hangzhou has invested 20 million yuan annually to support the silk and women’s clothing sector. In 2008, the city had 607 large-scale clothing manufacturers, generating 25.665 billion yuan in industrial output. Recognizing the importance of design, the city launched the "Outstanding Chinese Women’s Designer Discovery Program" in 2007, aiming to cultivate high-end talent over ten years. So far, a multi-level training system has been established, and 15 designers have earned the title of "Top Ten Designers in China." Three of them now run their own studios, supported by government funding. Notably, six Hangzhou designers were sent to study at the European Institute of Design in Italy for 15 months, further elevating the city’s global design profile. As the U.S. Times once noted, "Silk is not just a commodity—it is deeply embedded in China’s identity and trade history." Since the discovery of 4,700-year-old silk fabric in Liangzhu, Hangzhou has remained a vital hub in China’s silk industry. Now, blending modern innovation with ancient tradition, the city is forging a new Silk Road—one that connects past and future in the world of fashion and textiles.
