The 2009 China International Silk Expo and the China International Women's Wear Exhibition kicked off in Hangzhou, drawing over 30,000 overseas buyers to the scenic West Lake area. Amidst the ongoing success of the Sibo Fair, the "Silk House" brand—symbolizing the national strategy of "east-west movement"—is quietly reshaping its future with a bold transformation. Dong Sang West, a key player in the silk industry, has relocated to Hangzhou, aiming to revitalize the city's "Silk House" legacy. Historically, Hangzhou was celebrated for its silk, as seen in the Tang Dynasty poet Bai Juyi’s famous lines: “Silk sleeves weave Damask Chi Di, Qing Qi wine pairs with pears.” The old silk villages along Qinghe Square still echo the golden age of Hangzhou’s silk economy. However, the Ministry of Commerce’s "East-West Move" strategy has introduced both challenges and opportunities for the city. According to the plan, the state aims to gradually shift sericulture production from eastern provinces like Zhejiang to the central and western regions. As eastern areas industrialize and urbanize, rising land and labor costs have placed pressure on traditional silk industries. In contrast, the central and western regions offer abundant resources and favorable conditions for developing the silk sector. Hangzhou Vice Mayor Shen Jian emphasized that the East-West Move is vital for maintaining China’s status as a global silk powerhouse. He noted that while the move presents challenges, it also offers opportunities for Hangzhou to adapt and upgrade its textile industry. “Hangzhou’s silk industry once flourished during the Tang and Song dynasties, exporting to Europe and the U.S. Today, it must focus on innovation, product development, and technology to become a leading textile and garment hub,” he said. The synergy between "Silk House" and "Women’s Capital" has made Hangzhou a dual symbol of silk and fashion. The integration of these two sectors has created the "Silk Ladies" brand, enhancing the city's charm. After the financial crisis, Hangzhou prioritized strengthening its textile and clothing industry, especially in silk and women’s wear. With over 2,200 apparel companies and an annual output value of 178.2 billion yuan, Hangzhou’s textile industry is strong. Companies like Daly and South China Plain’s women’s wear are key players, with manufacturing capabilities reaching world-class standards. The combination of silk and women’s fashion is not only an economic advantage but also a cultural and brand-building opportunity. To support this growth, Hangzhou has invested 20 million yuan annually in the silk and women’s clothing industry. In 2008, there were 607 large-scale clothing manufacturers, generating 25.665 billion yuan in output and 1.488 billion yuan in profit. This sector plays a crucial role in preserving Hangzhou’s culture, shaping its brand, and improving residents’ quality of life. Designers are at the heart of this transformation. Since 2007, Hangzhou launched the "China Outstanding Women’s Designer Discovery Program," aiming to cultivate top talent over a decade. Currently, a multi-level training system is in place, supporting both local and international design development. Thanks to these efforts, 15 designers have earned the title of "Top Ten Designers in China," with three opening their own studios with government backing. Notably, six Hangzhou designers have studied at the Italian Institute of European Design for 15 months, further elevating the city’s fashion profile. As *The New York Times* once noted, "Silk is not just a commodity—it's deeply tied to China’s identity and trade history." With over 4,700 years of silk heritage, Hangzhou remains a strategic hub for the industry. Today, by blending modern innovation with ancient traditions, Hangzhou is forging a new "Silk Road" for the 21st century.
